UP-RERA has capped property transfer fees at just ₹25,000 — a major relief for secondary market buyers in Noida and Greater Noida who were previously paying lakhs in arbitrary charges.

New Regulation Overview

In a significant move to enhance transparency and curb arbitrary charges, the Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) has officially implemented a strict ceiling on property transfer and processing fees. Effective as of March 2026, the authority has mandated that developers can no longer charge a percentage of the property value for transfers in the secondary market.

This regulation is designed to lower the financial burden on homeowners and streamline the process of buying and selling pre-owned properties across Noida and Greater Noida.

Revised Fee Structure

Under the new guidelines, the processing fee for a transfer of allotment to a family member—referred to as a succession—is now capped at a nominal ₹1,000. For transfers involving third-party sales, the maximum fee a developer can charge has been restricted to ₹25,000.

This intervention follows numerous complaints from residents regarding developers demanding exorbitant "transfer charges" that often ran into lakhs of rupees, effectively stalling transactions and inflating the cost of homeownership.

Expanded Consumer Protection

Beyond fee caps, the authority has also widened the scope for consumer grievances. Buyers invested in projects that were previously not registered with the authority can now file complaints directly with UP-RERA, ensuring that legal protection is available to a broader segment of the population.

Market Impact

By standardizing these costs and increasing accountability, the move is expected to boost liquidity in the NCR resale market and provide a more predictable environment for long-term real estate investment.
